Blow for Kibaki as Kenyan opposition candidate is elected parliament's speaker
KENYA'S opposition party won the post of parliament's speaker yesterday, signalling legislative problems for Mwai Kibaki after his disputed win in the country's presidential election.
After three rounds of votes, Kenneth Marende, of the Orange Democratic Movement (ODM), won the vote to become speaker, in the first session of parliament since the row over the election unleashed a wave of political and ethnic violence that killed more than 600 people. He won 105 votes against 101 for the government candidate, Francis ole Kaparo. The close vote indicated t
here could be deadlock in parliament and that Mr Kibaki would have difficulty passing essential bills.
In the 222-seat parliament, the ODM commands the highest number, 99. Mr Kibaki's Party of National Unity won only 43 seats but it will try to garner support from other parties. However, yesterday's vote suggests the ODM has the upper hand. The six-hour parliamentary session revealed the deep bitterness engendered by the dispute over Mr Kibaki's re-election.Opposition and government legislators shouted and argued for more than an hour before eventually deciding the poll for a new speaker should be secret."We went through (national] elections with a secret ballot, and you stole the vote," said the ODM's William Ruto – the ODM says it was robbed of victory in a rigged presidential ballot.The government called for calm, saying the rowdy scenes dishonoured those who died.
